119 Intelligent Service Window

Reason of setup:

In order to raise the commanding and control functions of 119 disaster rescue and first aid, and take account the response ability of disaster prevention and rescue, our Bureau started to plan various intelligent service systems since 1999, especially 119 centralized case reporting system. We use information, communication and geographical information systems to integrate various disaster prevention and rescue mechanisms by considering the characteristics of our County area. We will always understand and grasp various disaster conditions, speed various disaster rescue and response, and raise service quality to the people.

Goal of setup:
  • Create unified disaster rescue commanding system.
  • Strengthen transverse, vertical liaison and emergent reporting.
  • Create emergent disaster response rule.
  • Create standard operation procedure (SOP).
  • Create complete disaster response communication network.
Feature of system:
  • The dispatch system combines Automatic Number Identification (ANI) and Automatic Location Identification (ALI) functions to help the identification of case location.
  • Use computerized intelligent dispatch mechanism to shorten synchronous dispatch time of disaster rescue.
  • Adopt parallel case reporting system to reduce the congestion problem of case reporting.
  • Use specific 119 triple network communication system to strengthen people’s case reporting efficiency.
  • Set up dispatch monitoring system to assure the execution efficiency of duty.
  • Set up 500:1 geographical information system to help disaster rescue, and grasp peripheral environmental condition of disaster location effectively.
  • Set up assistance system of chemical disaster to provide in-time disaster rescue response information.
  • Set up complete sound recording and attesting system to provide information for verification and check.
Service contents of 119 intelligent window and notes of case reporting:
  • When you are reporting a case, you have to be calm without panic. If you can not tell correct location, please follow the guidance of the person who is answering the phone. If wrong location is reported, the rescue timing of disaster might be delayed.
  • When you are using cell phone, you have to identify your location (village, town, city) first and report to the person who is answering the phone, so that he can identify your location very soon.
  • For the description of case location, you had better give the address or adjacent big building (institute, school, hospital, temple etc.), so that the arrival time of our people can be shortened.
  • For fire case, please describe current fire condition, such as burning story, burning building (reinforced concrete, reinforced brick, steel sheet house or others), entrapped condition of people, dense smoke or flame condition.
  • For first aid case, please describe the cause (traffic accident, disease, fight, drug etc.), injured condition of people, number of injured people etc., so that our people can execute correct first aid work earlier.
  • If you can not describe the location precisely, you can use adjacent large object to guide our people or ambulance. We believe your act for the public good will minimize the level of disaster!
